Are 243 wards enough to give Bengalureans a fair representation of their zillion problems in the Bruhat Bengaluru Mahanagara Palike (BBMP) Council? This question, though loaded, might look out of place at a time when the draft notification of the newly delimited wards is out in the public domain. Objections have landed thick and fast on the manner in which wards are redrawn, and the motives behind it whatsoever, triggering a massive political backlash. But beyond all this lies a deeper, practical problem: Can a corporator represent the problems of a ward population close to a lakh? 400 wards The B S Patil headed BBMP Restructuring Committee had recommended 400 wards to make the wards manageable. BENGALURU: The high court passed an order reserving liberty to the petitioners who had challenged the July 14, 2022 notification regarding delimitation of Bruhat Bengaluru Mahanagara Palike (BBMP) wards to approach the Supreme Court seeking certain clarifications. Justice Hemant Chandanagoudar noted that in the case of Suresh Mahajan, the SC had observed that if delimitation was not done by The SC is scheduled to take up BBMP election matters on August 26. These are arising out of SLPs filed against the December 4, 2020 order of the high court wherein a direction was issued to hold elections to the then existing 198 wards, instead of 243, and sought to be increased by application of the new BBMP Act and resultant delimitation exercise. In the petitions filed before the HC challenging the July 14, 2022 delimitation notification, the petitioners contended that there is variation of over +10% or -10% in the population determined for each ward and the same is contrary to section 7(1)(a) of the Act, 2020 which specifies that the population should, as far as practicable, be the same throughout the city. Another argument was that delimitation gives an unfair advantage to the ruling party by reducing the number of wards in assembly constituencies represented by MLAs of the opposition and increasing wards in constituencies represented by MLAs of the ruling party, a typical case of gerrymandering.

BENGALURU: The government has said the July 14, 2022 notification on delimitation of BBMP wards was issued after scrutiny of 3,835 objections by a committee headed by an additional chief secretary. In its statement of objections to petitions challenging the notification, the government said the matter is also pending before the Supreme Court and grant of any interim order would contravene orders passed by the SC. The government said delimitation of wards was finalised based on a report submitted by the BBMP chief commissioner, following a scientific, geographical and rational survey of areas and the feasibility of access to people vis-a-vis ward offices etc,. “The population of each ward is determined by amalgamating adjacent census blocks on the basis of the 2011 population census. Census blocks cover a defined geographical area with a defined perimeter and hence the final shape is an outcome of the number of blocks in contiguity. The committee has taken due course to retain existing wards as much as possible unless it warrants trimming, adding of census blocks by merging with proper boundary features like roads, stormwater drains etc.,” the government added. The Karnataka government’s ward reservation list for Bengaluru has left the opposition Congress fuming as many of its leaders may not be able to contest if elections are held according to the list issued late on August 3. Not just the Congress, some former councillors from the ruling BJP too face the prospect of losing a chance to contest from their respective wards. The Karnataka government, in light of the directions by the Supreme Court of India on July 28, declared ward-wise reservations for the Bruhat Bengaluru Mahanagara Palike (BBMP) to facilitate the long-delayed polls. Reservations to Congress constituencies The Congress has opposed the reservation list and alleged that it was prepared at ‘Keshava Krupa’ (state headquarters of the RSS). BBMP ward delimitation creates 'exclaves' in three wards

At least three of the 243 new BBMP wards have some of their parts completely surrounded by other wards, creating exclaves of sorts. The wards are Kempegowda (01) in the Yelahanka assembly constituency, Belathur (105) in Mahadevapura and Bande Mutt (34) in Yeshwantpur. These “exclaves” are said to have been necessitated by the fragmented nature of their respective assembly constituencies. They could create confusion among residents and ward engineers about the boundaries. The state government’s direction to redraw the BBMP ward boundaries within the existing assembly constituencies has likely created the most problems in the Belathur ward. While the bulk of the ward comprises areas such as ITPL and Pattandur Agrahara, the ward has at least three exclaves located miles away. While one is near Byrathi village, another is closer to Kalkere Lake. The third is at Jimkenahalli kere. It was the same rule that has prompted authorities to add a small residential neighbourhood near BHEL layout to the Bande Mutt ward, although both the areas do not share the same boundary. The shapeless Bande Mutt ward, which falls under the Yeshwantpur constituency, may also earn the wrath of local residents as it covers a small portion of different layouts. Delimitation would change ward boundaries and increase the number of wards in the city from 198 to 243. The Ward Delimitation Committee, headed by the BBMP Chief Commissioner, submitted the draft report to the government on June 9th. This committee was to redraw ward boundaries based on population data from the 2011 Census.
